What is the Compact for a Balanced Budget Commission?
The Compact Commission is an interstate agency jointly formed and controlled by the first three states to adopt the Compact for a Balanced Budget, unless expanded to include representation by additional member states. Its Commissioners are duly appointed according to a process determined by those member states that are entitled to representation on the Commission, with the default provision of the Compact authorizing the governor of a member state to appoint a Commissioner. The Commission serves the essential governmental function and public purpose of representing all member states in organizing, expanding, supervising and enforcing a formal agreement among the several states, activated by congressional resolution, to apply for a convention for proposing amendments under Article V of the U.S. Constitution for the purpose of proposing a federal Balanced Budget Amendment. Its operations are funded by appropriations made by member states according to their respective state laws or by charitable contributions.
